Meeting with the United Front Work Department of Zhejiang Province

Xu Xu, Deputy Minister of the United Front Work Department of Zhejiang Province, visited the Chamber on 23 April, and was received by Chairman Agnes Chan and Edmond Yew, Vice Chairman of the China Committee.

Xu noted that Zhejiang’s fiscal revenue ranks second, while exports and urban-rural residents’ income both ranks among the top in the country. Zhejiang has a solid foundation in finance, the rule of law, innovation, and economic development, and is actively advancing the development of a high-level Zhejiang.

Xu also said that the “Hong Kong and Macao Youth Trip to Zhejiang” programme will continue to be held in July this year. By maintaining science and technology innovation projects as a key link, the programme will further promote the deep integration of scientific and technological innovation and industrial innovation between Zhejiang and Hong Kong.

Navigating the 15th Five-Year Plan: Embracing New Opportunities

The Chamber hosted a luncheon seminar on 17 April focusing on the business implications of China’s 15th Five-Year Plan. The discussion covered how the Plan builds on previous development strategies, with a strong focus on technological innovation, modern industrial systems, and long‑term growth toward 2035.

Dr Ping Huang shared insights on how the Plan builds on earlier development blueprints, highlighting the strategic role of technological innovation and the modern industrial system in shaping China’s long‑term growth toward 2035. Dr Hon Simon Lee discussed Hong Kong’s evolving positioning under the national development framework, including closer Greater Bay Area integration and progress on the Northern Metropolis as new growth drivers. The session provided timely perspectives to help members better understand policy direction and prepare for the next development cycle.

HKGCC Study Mission to ShenZhen - Low-altitude Economy

Since the low-altitude economy was included in the 14th Five-Year Plan as a strategic emerging industry, Shenzhen’s low-altitude economy and aerospace industry cluster has grown exponentially.

To understand more about the development and potential business opportunities for Hong Kong companies, the Chamber organized a delegation to the heart of the low altitude economy, Longgang District, on March 25.

Led by China Committee Chairman Felix Lee and Asia, Africa and Middle East Committee Chairman Dewan Saiful Alam, members met with Liu Gaobao, Vice Chairman of the Shenzhen Longgang District Committee of the Chinese People’s Political Consultative Conference (CPPCC).

Discussions centered on the district’s progress in developing the low-altitude economy, efforts to support local companies in international expansion, and the emerging governance and service frameworks being established to manage the sector.

Although Shenzhen-made consumer drones which account for 70% of the global market and industrial drones accounting for 50% are often associated with the low-altitude economy, demand in consumer scenarios such as cultural and tourism sightseeing, emergency rescue, and urban delivery has grown rapidly.

Use in agricultural and forestry plant protection, power inspection, and as well as usage in remote areas and congested urban roads, low-altitude transportation clearly offers unique efficiency advantages.

After an in-depth briefing, members visited “Air Amap” Low-Altitude Economy Intelligent Operation Exhibition Hall, High Great Technology Co., Ltd., and the Longgang Low-Altitude Intelligent Integration Testing facilities.

China’s Two Sessions and 15th Five-Year Plan

Several of the Chamber’s General Committee who were in Beijing for the Two Sessions in Beijing earlier this month shared their key takeaways during a high-profile briefing on 24 March.  

Chairman Agnes Chan outlined three key roles that Hong Kong can play as the HKSAR Government prepares its first five-year development plan, describing it as a vital opportunity to align with national priorities. These include innovation and technology infrastructure connectivity, regulatory alignment, and two-way opening-up. She also underscored the importance of regional clusters in strengthening Hong Kong’s role within the broader national landscape. 

Former Chairman YK Pang highlighted priorities in industrial modernization, emerging sectors, such as artificial intelligence and aerospace, and a growing emphasis on service consumption.

Vice Chairman Douglas Woo noted that the Central Government is adopting a more people-centric approach, with a focus on sustainable development and improving quality of life in rural areas. 

Vice Chairman PC Yu offered insights from the Government Work Report, pointing to Beijing’s emphasis on building “high-level technological self-reliance.” While the annual GDP target for 2030 is yet to be finalized, he noted that the 4.5%-5% benchmark for 2026 provides a critical reference for long-term development planning. 

Legislative Councilor Nick Chan provided an overview of three key national legislations: the Ecological and Environmental Code, the Ethnic Unity and Progress Promotion Law, and the National Development Planning Law.

He Dongwen, Deputy District Head of Huicheng District, Huizhou visited

He Dongwen, Deputy District Head of Huicheng District, Huizhou, led a delegation to visit the Chamber and was received by Felix Lee, Chairman of the China Committeeon 19 March.

He outlined Huizhou’s recent development achievements and industrial strategy. As Guangdong Province’s fifth “trillion-yuan city,” Huizhou has maintained strong momentum throughout the 14th Five-Year Plan period, recording an average GDP growth rate of 6.3%—the highest in the province. Huicheng District is now home to more than 200 Hong Kong-invested enterprises, including Four Seas and Aobo, underscoring a solid base of Hong Kong investment.

He also noted that Huicheng District’s GDP is exceeded RMB 120 billion in 2025. He added that the district will position artificial intelligence as a key engine of its next phase of high-quality development, with a focus on attracting investment in the AI sector, accelerating the development of a full value-chain large-model industrial park, and strengthening an ecosystem spanning R&D, computing power, data, and application deployment to build a competitive AI industry cluster.

China Committee Meeting

Jing Liu, Chief Economist, Greater China, HSBC Global Investment Research, shared her insights on “China’s Economy Outlook 2026 and 15th Five-Year Plan” during the China Committee’s meeting on 13 March. She explained that the big takeaways from the 15th Five-Year Plan included tech self-reliance and innovation (including AI), industrial upgrading, a stronger unified domestic market, services-sector expansion and openingup. She believes these initiatives will support China’s efforts to become more business-driven and shift its exports and services higher up the value chain.

A delegation from the Industry and Commerce Association of Macao called on the Chamber on 27 February, where they were welcomed by Felix Lee, Chairman of the China Committee and members. Both parties explored potential opportunities for cooperation

Industry and Commerce Association of Macao Visited

Ray Ng, Executive President of the Industry and Commerce Association of Macao and Director of the Chinese Medicine & Big Health Overseas Services Centre, led a delegation to the Chamber on 27 February. They were warmly received by China Committee Chairman Felix Lee, Vice Chairman Edmond Yew and committee members.

Founded 18 years ago, the association has over 500 members across nearly 40 industries. Last October, it established the Chinese Medicine & Big Health Overseas Services Centre (中醫藥大健康出海服務中心), which offers policy consultation, market connections, and legal services to support the expansion of Chinese medicine products. The centre aims to promote Chinese medicine culture worldwide and assist enterprises in going global.

During the meeting, both sides explored collaboration with Hong Kong business organizations to strengthen industry ties and drive international development in Chinese Medicine and Big Health.

Shenzhen Service Trade Association Visited

Shenzhen's service trade sector – an engine for the city's economic transformation – was among the topics of a productive discussion with Xie Xiaobiao, Executive President of the Shenzhen Service Trade Association, on 28 January.

During a meeting with Edmond Yew, Vice Chairman of the Chamber's China Committee, Xie noted that since its inception, the association has nurtured nearly 500 specialized and innovative enterprises. It has also established offices in several of China's leading manufacturing hubs, thereby expanding its service network and reach.

Xie also highlighted Shenzhen's accelerated development of emerging industries, including AI, the low-altitude economy and smart healthcare, all of which are redefining the contours of modern service trade. Additionally, he announced the association's plan to host the Cross-Strait Service Industry Exchange alongside the 14th Hong Kong–Macao Service Industry Development Forum in July. The event aims to convene industry leaders from Greater China to explore innovative service models and foster deeper regional collaboration.

Meeting with Yu Jianchun, Vice Chairman of the Guangzhou Federation of Industry and Commerce,

Yu Jianchun, Vice Chairman of the Guangzhou Federation of Industry and Commerce, visited the Chamber this week to discuss boosting collaboration between the Guangzhou and Hong Kong business communities. 

During a productive meeting with Felix Lee, Chairman of the China Committee, and Petrina Tam, Convenor of the GBA Connect Working Group, Yu highlighted the close geographical, economic and cultural ties between the two cities, noting the huge potential to build stronger platforms for communication and mutual growth. 

Yu also invited the Chamber to the Guangzhou Spring Reception on 16 March and suggested signing an MoU to formalize future cooperation.
