Authorized Economic Operator (AEO) is a World Customs Organization (WCO) programme under the SAFE Framework of Standards to secure and facilitate global trade. It is a Customs-to-Business partnership that enhances international supply chain security and facilitates the movement of legitimate goods.

Since 2012, the Hong Kong AEO Programme, which is administered by the Customs and Excise Department (C&ED), has allowed companies that meet pre-determined security standards to be accredited as AEOs under an open and voluntary certification regime. Accredited companies are recognized as trusted partners in jointly securing the global supply chain while enjoying special incentives such as reduced or prioritized customs inspection. AEO is open to all stakeholders of the international supply chain, including manufacturers, importers, exporters, freight forwarders, warehouse operators, carriers, and so on.

Mr Sam CHANG, Senior Inspector, Customs and Excise Department

Sam joined the Customs and Excise Department in 2005.  During his 16 years of service in the Hong Kong Customs, Sam has worked in different divisions, such as cargo and passenger processing, service administration and drug investigation.

Sam has taken up the current post in Office of Supply Chain Security Management since July 2021, responsible for the promotion of the Hong Kong Authorized Economic Operator Programme and the provision of training in relation to the Programme.

Notes - Bookings are only confirmed upon receipt of payment, on a first come first served basis.
- Booking transfer is allowed for corporate members with advanced notice, walk-ins are normally not accepted.
- The Chamber reserves the right to decline any booking or cancel the event. In such case, a full refund of the participation fee will be issued.
- No refund will be made for last minute cancellations or no-shows. If the booking is cancelled at least 3 days before the event, and in such cases the refund will be subjected to a 10% administration fee, or HK$100 deduction, whichever is higher.
- Members paying with their BOC HKGCC Visa Card will enjoy a 30% discount on their reservation. The discount is only applicable to the card holder, and does not extend to their guests. The discount cannot be used in conjunction with Chamber Coupons.
- A $50 handling fee per person will be charged for all offline bookings (e.g. fax, e-mail, post) for all Chamber events. Go online today by downloading our app or registering on the HKGCC website to save the environment and money.
- Priority is given to corporate members. The decision to accept or decline any booking shall be at sole discretion of the Chamber.
