Vietnam's economic reforms have transformed the country into one of the world’s most dynamic and fastest growing emerging markets. ASEAN's rising star has seen remarkable development over the past 30 years and shows no signs of slowing. This year, Vietnam’s GDP is forecast to expand 6% up from 5% in 2023.

Robust domestic demand, and increases in exports, manufacturing and foreign investment are all driving the country's stellar expansion in manufacturing output. Its growing well-educated labour force has drawn attention from investors and manufacturers looking to relocate their operations to mitigate risk of trade tariffs.

During the Hong Kong Business Delegation to Laos, Cambodia and Vietnam from 28 July to 2 August, delegates were very impressed by the young, educated and international savvy population and eagerness to cooperate.

The retail sales of consumer goods and services in Vietnam reached US$242 billion in 2022, showing a surge of 19.8% compared to 2021, and a 15% increase from 2019 figures. This is partly supported by the country’s buoyant private consumption and record tourist arrivals.

To help members know the latest development trends in Vietnam, Consul General of The Socialist Republic of Viet Nam in Hong Kong Le Duc Hanh will give members a snapshot of Vietnam’s policies and unique insight for investing in the country.

CEO of Golden Resources Development Anthony Lam, whose company operates over 300 Circle K convenience stores around the country, will share his experience in navigating Vietnam's retail sector and supply chain scene.

Last but not least, CEO of HSBC (Vietnam) Tim Evans, will give members an overview of the economy and key trends that the bank is seeing in terms of investment flows into and out of Vietnam, and answer members’ questions on financing their business in the country.

Le Duc Hanh, Consul General, Consulate General of the Socialist Republic of Viet Nam in Hong Kong

Le Duc Hanh has served as the Consul General of the Socialist Republic of Viet Nam in Hong Kong since May 2024.

Prior to this role, she was the Director General of the Department of International Law and Treaties at the Ministry of Foreign Affairs from 2020 to 2024. Her extensive diplomatic experience also includes her position as the Deputy Permanent Representative at Viet Nam's Permanent Mission to the United Nations, the World Trade Organization, and other international organizations based in Geneva from 2016 to 2018.

Consul General Hanh holds a Bachelor of Laws and a Bachelor’s degree in Foreign Languages (English) from Hanoi. She further advanced her education by earning a Master’s degree in International Law from the Free University of Brussels and the University of Geneva. Her professional development encompasses specialized training in international trade law and WTO jurisprudence.

Her areas of expertise are diverse, covering public international law, Vietnamese and comparative domestic law, as well as multilateral diplomacy.

Anthony Lam, CEO, Golden Resources Development International Ltd (Operating Circle K Vietnam)

Founded by Lam Butt Chung in 1946, Golden Resources Development International Limited started off as a small trading company before obtaining a license to import rice from the authorities in 1955. Since then, it has become Hong Kong’s leading rice wholesaler and distributor, offering full service from rice sourcing, processing and formulating to packaging, marketing and distribution. In 1991, the company was listed on the Stock Exchange of Hong Kong.

Anthony Lam joined the family business as Managing Director soon after listing. He said that the rice industry is a long-term and traditional business, so innovation is essential to keep the business growing. It was his father David Lam Kwing Chan, the “King of Rice,” who brought in advanced technology to boost the business. He also manages the company's Circle K Vietnam office, which has seen strong growth momentum. For the six months ended September 2022, it hit an around 52% year-on-year (YoY) rise in revenue.

Tim Evans, Chief Executive Officer, HSBC Bank (Vietnam) Ltd.

Tim Evans is appointed Chief Executive Officer of HSBC Vietnam in September 2019.

During his 30 years with HSBC, Tim has held various senior leadership positions spanning three continents and seven markets. Prior to his appointment as CEO of HSBC Vietnam, Tim was the Regional Head of Commercial Banking, International Markets, Asia-Pacific, covering Bangladesh, Maldives, Mauritius, New Zealand, Sri Lanka, Taiwan, Thailand and Vietnam. Tim has also held roles as Regional Head of Middle Market Enterprises, Asia-Pacific, Regional Head of Global Trade and Receivables FInance and Chief Operating Officer of HSBC's Commercial Banking in the Middle East and North Africa (MENA); and Deputy CEO/Chief Operating Officer for the Wells Fargo HSBC Trade Bank.

Before he joined HSBC, Tim worked as a Management Consultant for Anderson Consulting in their London Office.

Tim holds a Bachelor's Degree in International Business from Loughborough University in the UK, an Executive MBA from INSEAD and is a member of the Chartered Institute of Bankers.

In his spare time, he is a keen golfer, skier, runner and drummer.
