The Hong Kong General Chamber of Commerce (HKGCC) presented its proposals for the upcoming Policy Address to the Government on 22 July, during a meeting with Michael Wong, Deputy Financial Secretary of the HKSAR.
HKGCC Chairman Agnes Chan, accompanied by members of the General Committee, said in a world marked by geopolitical shifts and economic uncertainty, Hong Kong must strengthen its international standing and business-friendly environment. Now, more than ever, confidence-building measures are essential to maintain our status as a trusted global hub.
Against this backdrop, the Chamber proposed a three-tiered approach: immediate action -- building confidence; mid-term -- accelerating smart city transformation; and long-term – building resilience.
Drawing on the findings of HKGCC’s recent Asian Cities Internationality Index, which ranked Hong Kong as the most international city, she said the study -- coupled with other surveys from international organizations -- offered valuable data to promote and reinforcing confidence in Hong Kong and our global competitiveness. This would help to attract more international organizations and strategic enterprises to grow our headquarters economy.
To meet Hong Kong’s future needs of rapid technological advancements and economic transformation, Chan said it is crucial that we nurture the talent needed for the future economy. While attracting global professionals remains important, prioritizing investment in local talent is essential to cultivate a skilled workforce.
“To stay competitive, Hong Kong must fast-track its digital innovation. By investing in AI and emerging sectors, like the low-altitude economy, we can boost innovation and efficiency across industries” she said.
Another key recommendation discussed how effective environmental policies can simultaneously improve the environment and the economy. Promoting the circular economy and enhancing quality of life will support population growth, as well as attract and retain both local and international talent. Demographic challenges also need to be addressed proactively through population and healthcare strategies.
“We also commend the Government's steadfast commitment to good governance, and support its efforts to reinforce confidence and certainty,” she said.
