HKGCC Mission to Shanghai and Zhejiang: Exploring Opportunities and Deepening Cooperation

The Hong Kong General Chamber of Commerce (HKGCC) undertook a high-profile mission to Shanghai and Zhejiang on November 21-22, aimed at strengthening partnerships, forging new connections and uncovering potential business opportunities. The delegation, led by Chamber Chairman Agnes Chan, included HKGCC leadership and representatives from various international chambers in Hong Kong.

During their time in Shanghai, members engaged with key officials, including Chen Tong, Standing Committee Member of the Shanghai Municipal Committee and Minister of the Shanghai United Front Work Department. Chen revealed that in 2023, Hong Kong accounted for over 60% of foreign investment in Shanghai, highlighting Hong Kong’s crucial role in supporting Shanghai’s ambitions to become a global leader in economy, finance, trade, shipping and technological innovation.

Zhu Min, Party Secretary and Director of the Shanghai Municipal Commission of Commerce, elaborated on the increasing economic exchanges between the two cities. He noted that while Shanghai serves as a launchpad for enterprises in the Yangtze River Delta seeking global expansion, Hong Kong’s unique strengths in finance and professional services make it the perfect entry point for Mainland companies looking to access international markets. Zhu expressed hope that the Chamber would continue acting as a “super-connector” to enhance economic ties further.

The delegation also called on Shou Ziqi, Vice Chairman of the Shanghai Municipal Committee of the CPPCC and Chairman of the Shanghai Federation of Industry and Commerce. Shou commended HKGCC’s ongoing support for Shanghai’s economic and social development, underscoring the significance of their partnership.

A visit to the Shanghai Urban Planning Exhibition Center gave members a deeper understanding of the city’s ambitious urban initiatives. Additionally, discussions with representatives from the Hong Kong Economic and Trade Office (Shanghai) and the Hong Kong Chamber of Commerce in Shanghai focused on expanding cooperation and facilitating access for more Mainland companies to the global market.

The mission continued in Zhejiang, where Lu Shan, Deputy Governor of Zhejiang Province, welcomed the delegates. Lu highlighted the strong economic ties and frequent talent exchanges between Zhejiang and Hong Kong, which have fostered fruitful collaboration across various sectors. He reaffirmed Zhejiang’s commitment to leveraging its strengths to deepen cooperation and create new opportunities for both regions.

Reflecting on the trip, Chan stated: “Hong Kong and Shanghai have long maintained a close relationship, especially in finance and trade. As international cooperation has always been a focus of the Chamber’s work, I hope the trip will help strengthen mutual communication and enhance economic and trade collaboration.”

The Chamber believes the outreach initiative will illuminate the development and opportunities in Shanghai and Zhejiang for the international community. By fostering connections between China and the world through its extensive network, HKGCC aims to pave the way for mutual investment and support Mainland enterprises in accessing overseas markets.
