BL23 Legislation to Safeguard National Security and Stability

In its response to the Government’s consultation on the Basic Law Article 23 Legislation (BL23 Legislation), the Hong Kong General Chamber of Commerce (HKGCC) reiterates its full support to the introduction of BL23 Legislation, which will close any legal loopholes in Hong Kong’s current legislation on national security.

Almost every country and jurisdiction around the world has implemented such security laws. The Government of the HKSAR has a constitutional duty to implement such protection for Hong Kong. Safeguarding national security is of the utmost importance for our stability under the governing principle of “one country, two systems.”  The new legislation will serve to foster a more stable, trusted and prosperous business environment in Hong Kong. Stability and certainty will allow enterprises to focus on growing their operations as well as attract international investment.

HKGCC member companies responding to the consultation understand the need to urgently implement BL23 Legislation. They also recommended that the proposed Ordinance provide sufficient clarity. As such, the Chamber recommends that the Government continues to spread further awareness within Hong Kong’s business community and the general public about the necessity and benefits of the BL23 Legislation.
