Clear, Precise Communication of Article 23 Would Provide Peace of Mind

The Hong Kong General Chamber of Commerce (HKGCC) agrees that the Hong Kong SAR Government has a commitment under the Basic Law to implement Article 23. This concerns the protection of the nation's sovereignty, territorial integrity and unity, and national security.

Security legislations are universally adopted, but Hong Kong has been without one for 26 years. As we are living in an increasingly geo-political world, it is essential that Hong Kong has a robust NSL framework in place to safeguard our interests.

As Hong Kong SAR is an international centre for business, finance and commerce, we believe it is essential that the language of the new legislation be simple, precise and in layman terms to ensure that everyone clearly understands the details of Article 23.

We support the Government’s efforts to clearly explain the legislation to various stakeholders. HKGCC will also actively communicate with its international networks about the legislation and why it is necessary for protecting the interests of all businesses -- local and foreign alike -- and to ensure a stable business environment.

Following the events of 2019, the HKGCC believes most people support strengthening Hong Kong’s national security legislation. Explaining the bill in a clear and open manner would dispel any concerns that they might have and debunk any misinformation or claims that it could jeopardize the interests of Hong Kong.
