Despite Europe’s regulatory complexities, its immense scale and commitment to innovation continue to present high-value growth opportunities for businesses.

Against a backdrop of shifting global dynamics, Europe is undergoing significant economic and political change, making insights into its evolving landscape essential for companies seeking to expand their presence in the region. To help businesses navigate these developments, the Europe Committee hosted a seminar on 11 June, bringing together distinguished speakers who provided a comprehensive analysis of the complex challenges and emerging opportunities awaiting enterprises in the European market. 

Opening the discussion, Dr Wing Lok Hung, Lecturer at the CUHK School of Governance and Policy Science, highlighted the increasingly frequent and intense external shocks confronting the global economy, including supply chain disruptions and geopolitical tensions in Ukraine, the Middle East and Asia. At the same time, he noted growing scepticism towards globalisation across Europe, fuelled by domestic economic decline, migration concerns and fears of job displacement driven by artificial intelligence.  

Dr Hung also pointed to a rise in protectionist trade measures and the possibility of further EU restrictions on Chinese imports. He described the trend as “China Shock 2.0”, whereby Chinese high-tech and advanced manufacturing products directly compete with European industries. Despite these shifts, he emphasised that Europe continues to offer important opportunities in financial services, sustainability, the circular economy, creative industries and healthcare, explaining that a predictable regulatory environment remains a prerequisite for sustainable growth. 

Shifting the focus to market dynamics, Dr Wilson Chan, Head of Research at Orientis Hong Kong, challenged the common perception of the Single European Market as being defined solely by bureaucracy. He explained that extensive frameworks like the General Data Protection Regulation (GDPR) and the Corporate Sustainability Due Diligence Directive (CSDDD) provide the foundation for an efficient market and offer a competitive advantage by establishing high standards.  

With a consumer market of more than 450 million potential customers and the “Four Freedoms” at its core, Europe continues to play a pivotal role in setting global standards. Given this status, Dr Chan advised Hong Kong businesses to leverage strategic advantages such as capital availability, intellectual property commercialisation and political risk diversification. He recommended entering the market through specialised regional ecosystems, emphasising that building trust through strong compliance is the key to long-term success. 

Providing a banking and investment perspective, Paul Yeung, Managing Director and Head of Enterprise Banking, Commercial Banking at HSBC, reaffirmed Europe’s enduring importance as the world’s second-largest consumer market and a leading global economy, as well as its deep commitment to sustainability. He identified five key sectors currently attracting significant investment from China and Hong Kong: Electric Vehicles and Batteries, Digital and ICT, Consumer Brands, Green Energy and Logistics.  

While navigating stringent labour laws and adapting to higher product standards often present the biggest operational hurdles for Asian companies, Yeung said that Central and Eastern European markets, such as Poland and Hungary, are experiencing faster growth and present attractive opportunities for small and medium enterprises. He further highlighted Hong Kong’s financial strengths, particularly its role as a regional corporate treasury centre, which can provide a distinct competitive edge in supporting fundraising for these European operations. 

The seminar concluded with a clear message: while Europe presents a complex and heavily regulated environment, its vast scale, commitment to new technologies and strategic market gaps offer high-value investment and long-term growth potential for well-prepared Hong Kong enterprises.
