Clear communication transforms a leader’s vision into a shared mission – a principle embodied by former Police Commissioner Raymond Siu. At last month’s “CEO 123 Tell Me More” talk, he shared compelling insights from his remarkable career.

Siu joined the Hong Kong Police Force in 1988, rising through the ranks to lead the 30,000-member organization – the Hong Kong Government’s largest department – as Police Commissioner from June 2021 to April 2025.

In his wide-ranging conversation with Chamber CEO Patrick Yeung, he discussed navigating complex modern challenges such as deception, which accounted for about 47% of crime in Hong Kong, with numbers rising globally. He noted that Hong Kong has maintained its status as one of the world’s safest and most stable societies, ranking 9th out of 142 jurisdictions in the World Justice Project’s 2024 Rule of Law Index.

Reflecting on his 36 years of service, Siu recalled meaningful moments spent listening to and encouraging junior officers.

“I learnt how to be a leader every day on the job,” he said, reinforcing that empathy, dedication to service and genuine connections remain essential to earning public trust and leading with purpose.
