With the Protection of Critical Infrastructures (Computer Systems) Ordinance (Cap. 653) coming into effect on 1 January 2026, Hong Kong is entering a pivotal phase in strengthening its cybersecurity landscape.

Join us on 30 October for a seminar that will bring together industry experts to examine the Ordinance’s impact and discuss how businesses can prepare for its implementation. We are delighted to have Mr Lester Ip, Assistant Secretary of the Security Bureau, as our keynote speaker. He will introduce the Government’s roadmap and key features of the new legislation.

Lester IP Cheuk-yu, Assistant Secretary, Security Bureau

Lester Ip has 18 years of experience in cybersecurity, cybercrime investigation, digital forensics and IT audit gained through his roles in the law enforcement agency and audit industry.  

Lester has initiated the Scamater anti-scam search engine and founded the CyberDefender platform, both aimed at enhancing public digital literacy.  He is now with the Security Bureau, dedicated to the legislation and implementation of the Protection of Critical Infrastructures (Computer Systems) Ordinance.  

 

 

Andre Blumberg, Chief Digital Officer, CLP Holdings 

Andre Blumberg oversees all Digital functions at CLP Hong Kong, including Strategy & Architecture, Portfolio Management, IT delivery and operations, Data Services, and Cybersecurity. He is responsible for related CLP Group-wide policies, standards, and assurance, and provides vision and leadership across CLP in advancing and implementing sustainable technology and business solutions to support CLP's business strategy and achieve Group synergy.

Andre joined CLP in 2001 and has held several senior positions within Group IT. He holds bachelor’s degrees in Business Administration with a focus on Information Systems from the University of Cologne and has participated in Executive Development Programs at IMD and the Richard Ivey School of Business. Prior to joining CLP, he worked with various Fortune 100 clients across the Asia-Pacific region as a Management Consultant with PwC based in Singapore.

Andre serves on the IT Committees of several international Chambers of Commerce, and he is the chairperson of the CIO Board for the HK Computer Society and other advisory committees.

Vincent Chan,  Partner, Technology Risk, EY

Vincent Chan is an EY Partner based in Hong Kong, and he has over thirty years' experience in technology consulting, serving clients from a variety of industry sectors, and advising them on areas such as enterprise governance, finance, business and digital transformations, and cybersecurity & data privacy.  He is a keen advocate in promoting the recognition of cross-jurisdiction data governance.

Vincent is currently also the Co-Chairman of the International Data Industry Alliance (IDIA), Vice-Chair of the Institute of Big Data Governance (IBDG), Cross-boundary Data Collaboration Sub-group Member of HKSAR Government’s Digital Economy Development Committee (DEDC), Council Member of Hong Kong Institute of Directors (HKIoD), Assessment Panel Member of Innovation & Technology Commission’s various funding programs, Member of Hospital Authority’s Public Complaints Committee, and Convenor of the Hong Kong Institute of CPA's IT Interests Group.

Vincent is Certified Practicing Accountant (HKICPA), a Certified Information Systems Auditor (CISA), as well as Certified in Governance of Enterprise Information Technology (CGEIT), and he was awarded “Medal of Honor” (M.H.) by the Hong Kong SAR Government’s Chief Executive in 2017 for his contributions in information security.

Gill Meller,  Legal and Governance Director, MTR Corporation; Chairman of HKGCC Legal Committee

Gill Meller is MTR Corporation Limited’s Legal & Governance Director.  She is responsible for leading the Company’s environmental, social and governance initiatives and for overseeing the Company’s legal, company secretarial, insurance, risk and assurance management and procurement and supply chain functions.  

Gill is qualified to practise as a solicitor in Hong Kong and England and Wales.  She graduated with a Master of Arts degree in Geography from Hertford College, the University of Oxford and obtained her postgraduate qualifications in law from The College of Law in the United Kingdom. She is the chair of the Legal Committee of The Hong Kong General Chamber of Commerce, a member of the Listing Committee of The Stock Exchange of Hong Kong Limited and an independent director of Hong Kong, China Rugby.  She is also a representative of the China/Hong Kong Division on and a Vice-President of the Council of the international Chartered Governance Institute.

Notes - Bookings are only confirmed upon receipt of payment, on a first come first served basis.
- Booking transfer is allowed for corporate members with advanced notice, walk-ins are normally not accepted.
- The Chamber reserves the right to decline any booking or cancel the event. In such case, a full refund of the participation fee will be issued.
- No refund will be made for last minute cancellations or no-shows. If the booking is cancelled at least 7 days before the event, and in such cases the refund will be subjected to a 10% administration fee, or HK$100 deduction, whichever is higher.
