 | The Honourable Paul Chan Mo-po Financial Secretary, The Government of the Hong Kong Special Administrative Region Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants. Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council. Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017. |  | David Eldon Deputy Chairman, HSBC Asia Pacific Mr Eldon began his banking career in 1964 with an Australian banking group in London before joining HSBC’s majority owned British Bank of the Middle East in 1968. His first assignment was in Dubai, and he served in various Middle Eastern countries including Saudi Arabia, Oman, Bahrain and the UAE until 1979, when he transferred to HSBC’s Hong Kong operations. He held multiple roles in Hong Kong, Saudi Arabia, and Malaysia, and in 1990 was appointed a General Manager of the HSBC Group. Returning to Hong Kong in 1992, he became General Manager of HSBC’s International department. He was appointed an Executive Director in 1994, Chief Executive Officer in 1996, and Chairman in 1999. Within this time, he was also Chairman of Hang Seng Bank, an HSBC subsidiary, and became a director of HSBC Holdings plc in 1999. He retired from the Group in 2005. Following retirement, Mr Eldon was Chairman of the Dubai International Financial Centre Authority until 2011 and then served on its Higher Board until 2020. He was Senior Adviser at PricewaterhouseCoopers from 2005 to 2014 and returned to banking in 2011 as non-executive Chairman of HSBC Bank Middle East Limited. Between 2013 and 2017, he chaired HSBC Bank Oman and later took on non-executive Chairman roles for HSBC Bank Egypt, HSBC Bank Turkey, and HSBC Middle East Holdings, stepping down from these roles in 2021. In 2021, he was appointed Deputy Chairman of HSBC Asia Pacific and serves on multiple board committees. He advises several organizations including Southern Capital Group, RIBCA Holdings, the Hong Kong Academy for Wealth Legacy, and the FSDC’s Middle East Advisory Group. He is involved in community work both locally and globally. Mr Eldon is a Fellow of the Chartered Institute of Bankers and holds honorary doctorates from the City University of Hong Kong and the Hong Kong Academy for Performing Arts. He has been honoured with the Gold Bauhinia Star from Hong Kong SAR, Commander of the British Empire (CBE) from the United Kingdom, and the Asian Banker Lifetime Achievement Award. He is also a Justice of the Peace. |  | The Honourable Jeffrey Lam Member of the Legislative Council, Commercial (First) and HKGCC’s LegCo Representative Mr Jeffrey Lam has over 40 years of experience in the commercial and industrial sector, including manufacturing, business promotion, IT development and investment. He is currently a non-official member of the Executive Council and a member of the Legislative Council of the HKSAR. He is also an Independent Non-Executive Director of a number of listed companies in Hong Kong. Mr Lam has been actively involved in public service in Hong Kong and the Mainland. He is currently the Chairman of the Panel on Financial Affairs in the Legislative Council, a member of Hong Kong Tourism Board, a member of the Advisory Committee on the Northern Metropolis of the HKSAR, a General Committee member of the Hong Kong General Chamber of Commerce and the Federation of Hong Kong Industries. He was also the Chairman of the Independent Commission Against Corruption Complaints Committee, an Independent Non-Executive Director of the Hong Kong Mortgage Corporation Limited, and a member of the Board of the Airport Authority Hong Kong. Mr Lam is one of the first Hong Kong entrepreneurs to set up factories in the Mainland after the “Open Door Policy” in 1979, and a National Committee Member of the 11th, 12th and 13th Chinese People’s Political Consultative Conference. Mr Lam was appointed as a Justice of the Peace in 1996. He received the Gold Bauhinia Star in 2011 and the Grand Bauhinia Medal in 2023. He was awarded University Fellowship at Tufts University and Hong Kong Polytechnic University in 1997 and 2000 respectively. Commending Mr Jeffrey Lam’s outstanding contribution in the commercial and industrial sector, he was awarded the “Young Industrialist Awards of Hong Kong” in 1989 and the “Outstanding Achievement Award-Hong Kong Toys Industry” in 1999. |  | Anthony Lam Chairman, Federation of Hong Kong Industries Mr Anthony Lam is the Chairman of Federation of Hong Kong Industries and actively contributes to public service through various leadership roles. He serves as a Council Member of both the Hong Kong Trade Development Council and the Hong Kong Productivity Council. In addition, he is a Member of the New Industrialisation Vetting Committee under the Innovation and Technology Fund, as well as a Member of the Advisory Committee on the HKSTP San Tin Technopole Campus. Mr Lam is the Group CEO and Vice-Chairman of Golden Resources Development International Limited, a Hong Kong-listed company principally engaged in rice trading and retail. Under his leadership, the Golden Resources Group has become one of Hong Kong’s leading rice providers and has expanded its presence to markets in North America, Europe, and Australia. He also spearheaded the Group’s strategic investment in Vietnam’s convenience store sector, broadening its operations from import and supply chain management to retail and e-commerce. In recognition of his contributions, Mr Lam has been awarded the Chief Executive’s Commendation for Community Service in Hong Kong and the Ap Bae Medal by the Socialist Republic of Vietnam for his significant impact on Vietnam’s rice industry. |  | Saeed Uddin Chairman, The Incorporated Trustees of the Islamic Community Fund of Hong Kong Chairman, Keywin Group of Companies Mr Saeed Uddin is the Chairman of The Incorporated Trustees of the Islamic Community Fund of Hong Kong, overseeing key Islamic affairs including the declaration of Ramadan and Eid dates, management of a Muslim kindergarten, two Muslim cemeteries, and Halal certification services across Hong Kong, parts of Mainland China and Macau. He is also the Chairman of the Keywin Group of Companies, which he founded in 1979. The Group has business interests spanning textiles, cotton, denim, and the food sector. Saeed has been actively engaged in the social, cultural and religious life of Hong Kong for decades. He is a graduate in Commerce from the University of Sindh, Pakistan, and began his business career in Hong Kong in 1975. As a respected community leader, he has held numerous leadership roles, including President of the Pakistan Association of Hong Kong, President of the International Islamic Society of Hong Kong, and Vice Chairman of The Islamic Union of Hong Kong. He was also appointed by the Chief Executive of Hong Kong as a member of the Equal Opportunities Commission, serving three terms from 2005 to 2011. Saeed has been recognized by the Hong Kong SAR Government with several awards for his dedicated service to the Muslim community and ethnic minorities, including the Medal of Honour in 2003, the Bronze Bauhinia Star (BBS) in 2011 and the Silver Bauhinia Star (SBS) in 2022. |  | David Yim Managing Director & Head of Debt Capital Markets, Greater China & North Asia Capital Markets, Standard Chartered Bank (Hong Kong) Limited With 25 years of experience in debt capital markets, David is the Head of Debt Capital Markets, Greater China & North Asia at Standard Chartered Bank. Prior to joining Standard Chartered Bank in 2015, David was the Head of NEA Debt Capital Markets at the Royal Bank of Scotland, covering investment grade bonds, highyield bonds and syndication. David has tremendous experience in assisting Chinese issuers, including policy banks, major commercial banks, SOEs and POEs, to raise funds in debt capital markets.
