The Fourth Plenary Session of the 20th CCP Central Committee, set for 20 October, 2025, will mark a pivotal moment as it reviews and endorses the “Proposal of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development.”

As the 15th Five-Year Plan approaches its final stages, this talk will examine China's historical stance and development environment as it strives for modernization with Chinese characteristics during this period. It will delve into the blueprint’s top-level design, strategic framework and key priorities for economic and social development, while spotlighting Hong Kong’s role and the opportunities it presents within the broader plan.

Through a clear and insightful analysis, the speaker will equip the Hong Kong business community with the understanding needed to navigate the plan’s implications and unlock its potential.

Dr. Tse Kwok Leung

Senior research fellow (Honorary) of Lau Chor Tak Institute of Global Economics and Finance(IGEF), CUHK

Dr. Tse is a Senior Research Fellow (Honorary) at the Lau Chor Tak Institute of Global Economics and Finance (IGEF), The Chinese University of Hong Kong. Before joining IGEF in 2021, he worked in the banking industry for over 30 years, mainly focusing on economic research, and served as head of Economic & Policy Research at the Bank of China (Hong Kong) from 2008 to 2019.

Dr. Tse also serves the community with his professionalism and enthusiasm, particularly through his extensive knowledge of both Hong Kong and Chinese Mainlands's economic policies. He has been the economic advisor to the Zhangzhou Municipal Government in Fujian Province for six years. Additionally, he has supported several chambers of commerce and industrial organizations in Hong Kong, including serving as the leader of the academic committee of the Chinese Banks’ Association from 2011 to 2019, and acting as a representative of Bank of China (Hong Kong) as the rotating chairperson of the Belt and Road Committee. He is also involved with The Hong Kong Association of Banks, and is a member of HKGCC’s Greater Bay Area Working Group and the Belt & Road Working Group.

Dr. Tse served as a member of the Pan-Pearl River Delta Committee of the Central Policy Unit of the Government of the Hong Kong Special Administrative Region from 2008 to 2012. He was a non-full-time member of the Central Policy Unit of the Government of Hong Kong Special Administrative Region from 2013 to 2015.

Notes - Bookings are only confirmed upon receipt of payment, on a first come first served basis.
- Booking transfer is allowed for corporate members with advanced notice, walk-ins are normally not accepted.
- The Chamber reserves the right to decline any booking or cancel the event. In such case, a full refund of the participation fee will be issued.
- No refund will be made for last minute cancellations or no-shows. If the booking is cancelled at least 3 days before the event, and in such cases the refund will be subjected to a 10% administration fee, or HK$100 deduction, whichever is higher.
- Members paying with their BOC HKGCC Visa Card will enjoy a 30% discount on their reservation. The discount is only applicable to the card holder, and does not extend to their guests. The discount cannot be used in conjunction with Chamber Coupons.
