China's value-added tax (VAT) system has been a cornerstone of its fiscal framework since its introduction in 1994. After three decades of implementation and reform, a major milestone was reached with the official announcement of the VAT Law of the People’s Republic of China in December 2024. This landmark legislation will come into effect on January 1, 2026, ushering in a new era of tax governance.

To facilitate a smooth transition, the Ministry of Finance and the State Administration of Taxation released the “Draft Regulations for the Implementation of the VAT Law” in August 2025, inviting public feedback and laying the groundwork for practical application.

As a universal tax with wide-reaching implications, the new VAT law introduces significant policy adjustments and administrative enhancements that will affect businesses across all sectors. With just three months until implementation, this event will:

Ivy Peng

Partner, Tax and Business Advisory Services, PwC Hong Kong

Ivy is a Partner at PwC's Tax and Business Consulting practice, specializing in tax advisory services in China, with a focus on tax dispute resolution.

Before joining PwC, she spent over a decade with China's national tax authorities, where she helped draft VAT laws and supporting regulations. She contributed to major initiatives such as Circular 36 for the Business Tax to VAT (B2V) reform, VAT rate consolidation, and reduction policies. 

Her expertise spans the development of tax management and risk prevention frameworks across a wide range of industries, including manufacturing, high-tech, agriculture, software, transportation, finance, and services. Ivy possesses deep knowledge of the operational mechanisms within tax department systems and has worked across various levels and regions of tax authorities, with a comprehensive understanding of administrative practices nationwide. With extensive experience in tax administration, international taxation, export tax refunds and corporate income tax, she maintains strong relationships with tax bureaus nationwide.

Ivy holds a Master's degree in Management and is a qualified lawyer. She also holds CFA and PMP certifications.

Catherine is a Partner of PwC China's Tax and Business Advisory division in Shenzhen Qianhai. She serves as Office Leader for PwC China in Qianhai and is the firmwide Inclusion & Diversity (I&D) Leader. With over 30 years of professional experience, she advises multinational and domestic corporations on a full spectrum of tax and business matters related to inbound and outbound investments.

Her expertise spans China market entry strategies, investment structuring, business model design, cross-border transactions, IPO readiness, deal diligence, tax planning, profit repatriation, foreign exchange compliance, and applications for tax concessions and exemptions. Catherine has worked extensively with clients to develop operational structures and business models across both Hong Kong and the Mainland, helping them seize emerging opportunities.

Catherine holds a Bachelor's degree in Accounting and an LLB in Chinese Law. She is a Fellow of the Association of Chartered Certified Accountants, a Member of the Hong Kong Institute of Certified Public Accountants, and a Certified Tax Advisor in both Hong Kong and Shenzhen Qianhai.

Notes - Bookings are only confirmed upon receipt of payment, on a first come first served basis.
- Booking transfer is allowed for corporate members with advanced notice, walk-ins are normally not accepted.
- The Chamber reserves the right to decline any booking or cancel the event. In such case, a full refund of the participation fee will be issued.
- No refund will be made for last minute cancellations or no-shows. If the booking is cancelled at least 3 days before the event, and in such cases the refund will be subjected to a 10% administration fee, or HK$100 deduction, whichever is higher.
- Members paying with their BOC HKGCC Visa Card will enjoy a 30% discount on their reservation. The discount is only applicable to the card holder, and does not extend to their guests. The discount cannot be used in conjunction with Chamber Coupons.
