Hong Kong has to contemplate another restructuring and revamping of the economy, this time driven by geopolitics as the U.S. attempts to contain China’s rise and to maintain its global hegemony. This global political and economic game-change is eroding the city's hitherto East-West intermediary role, with some even questioning if such a role remains possible in a bifurcating world. China still wants a Hong Kong that is special, innovative and globally outreaching -- navigating a wider international pathway. Hong Kong also needs to be more nationally minded, integrating further into national development and promoting the advancement of the Guangdong-Hong Kong-Macao Greater Bay Area. This requires a different paradigm and macro skillset. How can Hong Kong achieve such a transformation?

Join us for an insightful session with Professor Anthony Cheung, former President and currently Chair Professor and Advisor in Public Administration of EdUHK, and former Secretary for Transport and Housing, as he will explore how Hong Kong is navigating an era of transformation in response to both internal development and shifting global dynamics. Professor Anthony B. L. Cheung, GBS, BBS, JP, Chair Professor and Advisor in Public Administration, EdUHK

Professor Anthony B. L. Cheung, GBS, BBS, JP was the Secretary for Transport and Housing of the Hong Kong SAR Government from July 2012 to June 2017 and, in that capacity, also Chairman of the Hong Kong Housing Authority, Chairman of the Hong Kong Maritime and Port Board, and Chairman of the Hong Kong Logistics Development Council.

Before that Professor Cheung was the President of the Education University of Hong Kong (EdUHK, then known as Hong Kong Institute of Education) (2008-2012). He laid the foundation for the Institute’s retitling as university by championing an “Education-plus” vision. He re-joined the Education University in 2018 as Research Chair Professor of Public Administration and has since February 2023 been Chair Professor and Advisor in Public Administration. He is also an Adjunct Professor of the Division of Public Policy at the Hong Kong University of Science and Technology.

Professor Cheung graduated from The University of Hong Kong in 1974 with a BSocSc (Hon) degree in Sociology and Economics. He later obtained a MSc degree in Public Sector Management from the University of Aston, UK, and PhD degree in Government from the London School of Economics and Political Science, UK. He was awarded an Honorary Doctorate of Science by Aston University in 2016 and an Honorary Doctorate of Education by EdUHK in 2017.

Before joining academia, Professor Cheung had served in the Hong Kong civil service, working in various departments including the Independent Commission Against Corruption (ICAC). In 1986, he joined the City University of Hong Kong, where he subsequently became Professor and Head of the Department of Public and Social Administration. He co-founded the Asian Association of Public Administration (AAPA) in 2010 and served as its President in 2012.

Professor Cheung’s research has focused on governance, public administration, administrative and civil service reform, and public policy. He has published 17 authored/edited books and 118 refereed journal articles and book chapters and has delivered numerous keynote presentations and conference papers.  He is ranked among the top 0.5% of all scholars worldwide by ScholarGPS in 2024.

Professor Cheung has been active in public affairs. Among his many public service roles, he was a Member of the Legislative Council (1995-97); Non-Official Member of the Executive Council (2005-2012); Chairman of the Hong Kong Consumer Council (2007-2012); Chairman of the Pay Trend Survey Committee (2007); Member of the Consultative Committee on the New Airport and Related Projects (1991-98); Member of the Task Force on Review of Civil Service Salaries and Conditions (2002); and Member of the ICAC Operations Review Committee (2005-07). 

Since stepping down from ministerial office in 2017, Professor Cheung had served as Chairman of the Committee on Self-financing Post-secondary Education and Member of both the Education Commission and University Grants Committee from November 2017 to November 2023. During 2017-2018, he chaired a government task force to review self-financing post-secondary education.

Notes - Bookings are only confirmed upon receipt of payment, on a first come first served basis.
- Booking transfer is allowed for corporate members with advanced notice, walk-ins are normally not accepted.
- The Chamber reserves the right to decline any booking or cancel the event. In such case, a full refund of the participation fee will be issued.
- No refund will be made for last minute cancellations or no-shows. If the booking is cancelled at least 3 days before the event, and in such cases the refund will be subjected to a 10% administration fee, or HK$100 deduction, whichever is higher.

- Priority is given to corporate members. The decision to accept or decline any booking shall be at sole discretion of the Chamber.
