The Basic Law Article 23 legislation bill was officially passed on 19 March 2024 and came into effect on 23 March 2024, enabling the HKSAR Government to fulfil its constitutional responsibility of safeguarding domestic national security in Hong Kong under the "one country, two systems" principle, and ensuring the city's long-term growth and stability.

Following the consultation session held on 7 February, we are honoured that Mr Paul T K Lam, SBS, SC, JP, Secretary for Justice, and Mr Tang Ping-keung, GBS, PDSM, JP, Secretary for Security, have accepted our invitation to speak with members once again in a Town Hall Forum on 12 April, providing further explanations related to the Article 23 law.

Participants will have the opportunity to hear directly from these senior officials as they focus in ensuring that there is a clear understanding of the legislation. They will also discuss how the business community can spread the message among their connections and networks in order to effectively address any misinformation or misunderstandings about the law.

Mr Paul T K Lam, SBS, SC, JP, Secretary for Justice

Mr Paul Lam has been the Secretary for Justice since 1 July 2022.

Before joining the Government, Mr Lam was a Senior Counsel in private practice specialising in general civil and commercial proceedings, and has passed the Guangdong-Hong Kong-Macao Greater Bay Area Legal Professional Examination. He was a former Vice-Chairman of the Hong Kong Bar Association from 2014 to 2017 and the Chairman from 2017 to 2018. He sat as a Deputy Judge of the High Court of Hong Kong for short periods each year since 2015. He was once enlisted in the Panel of Arbitrators of the Shenzhen Court of International Arbitration and The China International Economic and Trade Arbitration Commission, and was once appointed by the China University of Political Science and Law in Beijing as professor.

Mr Lam held a number of public service positions, such as Chairman of the Consumer Council, Chairman of the Administrative Appeals Board, Chairman of ICAC Operations Review Committee and Member of Independent Police Complaints Council.

Mr Tang Ping-keung, GBS, PDSM, JP, Secretary for Security

Mr Tang has been Secretary for Security since June 2021.

He joined the Hong Kong Police Force as an Inspector in 1987 and was appointed as Commissioner of Police in 2019. Mr Tang has received training at various Mainland and overseas institutions, including China Executive Leadership Academy in Pudong, Shanghai; Royal College of Defence Studies, London; and Chinese Academy of Governance, Beijing. Mr Tang holds a Bachelor's degree in Social Science, a Master's degree in Business Administration and a Master's degree in International Security and Strategy.
