Chamber Urges Community to Look Ahead to Institution Building for Democracy

The Hong Kong General Chamber of Commerce believes that even though the proposals in the Government's Fifth Report on Constitutional Development were not approved, Hong Kong must not stop on the road towards democratic development.

Chamber Chairman David Eldon said: "Hong Kong needs a building block approach to move gradually and in an orderly manner towards universal suffrage. We should look beyond the vote of this week and all of us, the Government and the community alike, need to take a close look at the requirements for proper institution-building and create an achievable roadmap for such development. These measures would include broadening the tax base, nurturing policy think tanks, and encouraging more political participation. They would help to ensure that Hong Kong stability and prosperity be maintained as we go along this road to democracy.?
