Our Ref: SN/15 January 2006Kowloon District Planning OfficePlanning Department14/F, North Point Government Offices333 Java RoadHong KongDear SirThe HKGCC's Real Estate and Infrastructure Committee reiterates the points made in its previous submission to Stage 1 of public consultation on planning for Kai Tak, a copy which is attached.While it is appreciated that considerable thought and effort have gone into drawing up the three Outline Concept Plans (OCPs) for presentation under the current stage, we feel these to be premature in the absence of an overall blueprint for developing the Harbour. We appreciate that government has made a conscious effort to adopt public input as widely as practicable as evidenced by the contents of the OCPs put forward in the latest consultation. However, the fundamental concern to members lies with the current approach that is regarded as being "precise without being accurate", namely, while there are merits to the OCPs on the one hand it is questionable whether the community's interests would necessarily be well served through designating these features at Kai Tak on the other. Ultimately, the Committee believes that there is the underlying and inherent need for a comprehensive strategic plan in defining Harbour usage, which, among other things, will be instrumental in addressing the ongoing debate on optimizing one of our most important resource.
