24 September 2007The Hon Donald TsangChief ExecutiveHong Kong Special Administrative RegionGovernment HouseCentralHong KongDear Chief ExecutiveSydney Declaration and HKSAR Action PlanWe congratulate the HKSAR government and yourself for a successful conclusion to the APEC Leaders' Meeting. Apart from the positive message on cooperation in the Asia Pacifics, the Chamber is especially pleased and encouraged that the Leaders have concluded a Joint Declaration reaffirming the commitment to the United Nations Framework Convention on Climate Change.Despite Hong Kong's comparatively small share in greenhouse gas emissions, as a cosmopolitan city, we have a part in contributing to the global effort on climate change. As stated in the Sydney Declaration, concerted action is needed among all economies to reduce green house gas emissions in ways that are equitable, and environmentally and economically effective. We support proactive and practical actions that both contribute to economic growth and at the same time encourage energy efficiency and sustainable land use - this will put into practice the principles of sustainable development which we both share, and which we shall continue to advocate in partnership with the HKSAR government. The Chamber is interested in learning if the HKSAR government has formulated any action plan to implement the Sydney Declaration. Just as the HKSAR government - and yourself personally - so generously supported the Chamber's project Clean Air, we are more than happy to help play a part in the government's action plan in meeting our global obligations. To that end, we look forward to having further discussion with your colleagues in the HKSAR government on how to take that forward. Thank you and best regardsYours sincerelyDr Lily ChiangChairman
