We believe that this and other studies where issues relating to the use of our Harbor are concerned should be closely integrated with the general development principles laid out under a broader masterplan. Such a plan would include port and land-based transportation flows and cultural and other recreational venues. Without such coordination, the final outcome would not necessarily be compatible with community-wide concern for the overall direction of harbor development.2. We propose that consideration be given to the setting up of a new agency or to perhaps the re-designation of an existing office within Government to oversee the implementation and management aspects of programmes and projects relating to the Harbor. The current structure involving numerous Government agencies with oversight for the Harbor often creates confusion and makes it difficult to direct issues to the appropriate body responsible. In the event that composition of the proposed agency allows membership of non-government personnel, we suggest that representatives from business and professionals such as architects, planners, engineers, as well as other stakeholders be invited to join.
