On 13 September 2024, the Standing Committee of the 14th National People's Congress adopted the Decision of the Standing Committee of the National People's Congress on Implementing the Gradual Raising of the Statutory Retirement Age (the "Decision"), marking the start of China's gradual retirement-age reform and the extension of social insurance contribution periods. Effective from 1 September 2025, the Interpretation (II) of the Supreme People's Court on Issues Concerning the Application of Law in the Trial of Labour Dispute Cases (SPC Interpretation No. 12 [2025]) further clarified that agreements under which employees waive their statutory social insurance rights are invalid, reinforcing employers' compliance obligations.

In addition, the Interim Provisions on Protecting the Basic Rights and Interests of Over-age Workers, which took effect nationwide on 1 July 2026, establish a new framework for managing retired and over-age workers. The 15th Five-Year Plan for the Development of Human Resources and Social Security (2026-2030), released in July 2026, also highlights stronger social insurance enforcement, enhanced supervision of social security funds, and greater employer accountability.

Against a backdrop of rising labour costs and increasing regulatory scrutiny, businesses must navigate evolving requirements relating to social insurance compliance, delayed retirement and workforce management.

- No refund will be made for last minute cancellations or no-shows. If the booking is cancelled at least 7 days before the event, and in such cases the refund will be subjected to a 10% administration fee, or HK$100 deduction, whichever is higher.
