Helen Liao, Partner of Deacons, introduced a new policy --
Mainland China Employment Law Series - Tax Authorities to Collect Social Insurance

Some key regulatory changes on the Mainland recently will impact businesses with operations there, particularly in the area of manpower management. Helen Liao, Partner of Deacons, introduced a new policy -- "Tax Authorities to Collect Social Insurance" -- at a Chamber webinar on 25 March. Liao said that Mainland authorities are very strict in regulating the payment of social insurance premiums by agencies in different regions. She also cited a number cases at the webinar to explain the substantial impacts of the policy on enterprises.

This event followed a webinar on 12 March where Liao explained the impact of the introduction of the “Civil Code,” which has made considerable changes to employee rights on the Mainland and created new challenges for HR departments.

Tax experts from Deloitte China -- Rebecca Lai, Kenneth Peh and Kelvin Ku -- spoke at a Chamber webinar on 5 February. They introduced the details of Mainland China’s Individual Income Tax (IIT) subsidy, including the tax residence rule, six -year rule, tax exemptions and deductions. Ultimately, this subsidy enables qualifying individuals to pay a similar rate of personal tax as they do in Hong Kong.
 
The speakers also discussed the recently launched GBA Youth Employment Scheme, which encourages Hong Kong graduates to develop their careers in the Greater Bay Area. Besides introducing the key aspects of the scheme, they also shared their insights on the talent movement pattern across the Mainland-Hong Kong border.
