Hong Kong 2030: Planning Vision and Strategy

I have been asked by the Chamber's Real Estate and Infrastructure Committee - a committee of property users - to convey their comments on the early stages of the subject consultation overseen by your department.

Members welcome the opportunity to comment on Stage I of the HK2030 study and would like to propose the following in preparation for the next phase of the study.

Greater Emphasis on Relationship with China
Although there is reference to and acknowledgement of the Hong Kong-China linkage in the study's proposed strategy, members generally feel that more stress should be placed on examining how Hong Kong should progress vis-角-vis developments in China. This is because our vision of what Hong Kong is to become is increasingly defined by a range of variables that are to a large extent China-related. As pointed out in the consultation digest "There is scope for more cooperation and communication with the Mainland if we are to progress the vision of forming a multi-centred, city-region in the Pearl River Delta". In this sense, the China factor should be an integral element in every facet of the study, not just a sub-section within the exercise. Therefore, we would suggest that before proceeding to the next phase, it would be prudent to make the China element a standard aspect of all key study areas.

Collaboration with the Commission on Strategic Development
Instead of the current modus operandi and given the common objective of developing Hong Kong into a "World Class City", members feel that the Planning Department and the Commission on Strategic Development should be working together on crafting a vision and strategy that will make such aspirations possible. It would, therefore, perhaps be proper to first seek some convergence and common understanding on the basics that define the direction and purpose of both studies before moving on to the next consultation stage.
