In response to the Government gazetting its bill on domestic national security legislation under Article 23 of the Basic Law, the Hong Kong General Chamber of Commerce (HKGCC) welcomes the speed and clarity at which the Government has incorporated many of the comments from the consultation period into the bill.
One of the key concerns was to ensure that the proposed Ordinance has sufficient clarity, so that people understand what is an offence and what is not. HKGCC is pleased to see that the legislation is clearly defined and has also included reasonable exclusions.
This is urgently needed legislation to close legal loopholes in Hong Kong’s current legislation on national security. The bill gazetted today has addressed people’s concerns. As circumstances change, the legislation could be updated or amended as necessary to deal with those changes.
