The Latest Development of The GBA Youth Employment Scheme

To promote career development for young people and promote talent exchange within the Guangdong-Hong Kong-Macao Greater Bay Area, the Government launched the Greater Bay Area Youth Employment Scheme in 2021. The initiative received positive feedback from both participating enterprises and young professionals.

Recognizing its impact, the Government regularized the Scheme in 2023 and introduced a series of enhancements this year. At the committee meeting on 27 November, Sharon Lo, Senior Labour Officer (Greater Bay Area Youth Employment) from the Labour Department, provided an update on the latest developments, including an increase in the allowance limit and a relaxation of eligibility requirements.

Her presentation was followed by an engaging discussion that underscored the importance of supporting youth employment and cross-border opportunities.

Navigating the Employment Outlook of 2026

What are the challenges and opportunities shaping the future of work in Hong Kong? Ellen Lin, Operations Director of Key Accounts, Manpower Services (Hong Kong) Limited, and Jaz Wong, Head of Account Management, LinkedIn HK, explored the topic on 4 November.

Titled “Navigating the Employment Outlook of 2026,” the event provided a valuable platform for HR professionals to stay abreast of employment trends and sector forecasts, while preparing for the transformative shifts anticipated in 2026.

Participants were inspired by the exchange of practical tips on upskilling the workforce to thrive in a fast-changing environment. Special thanks to Fanny Lau, Vice Chairman of the Manpower Committee, for moderating the discussion.

How the Cutting-edge AI Tools Can Efficiently Optimize Daily HR Operations

Fred Sheu, National Technology Officer, Microsoft Hong Kong Ltd, provided an overview of AI trends, with a focus on Agentic AI and its implications in HR applications at the committee meeting on 28 August.

Fred demonstrated the practical implementation of this cutting-edge technology in daily operations, highlighting the advantages and transformative possibilities of AI solutions.

Members also shared their experiences and challenges in adopting such technology, leading to a productive discussion on leveraging AI to maintain a competitive edge in the workplace.

Courtesy Visit of Commissioner for Labour

Commissioner for Labour Sam Hui and his team called on the Chamber on 28 July for a productive dialogue on Hong Kong’s pressing workforce issues. He was welcomed by our Chairman Agnes Chan, Emil Yu, General Committee member and the Chamber’s Rep on Labour Advisory Board, CEO Patrick Yeung and Manpower Committee Chairman Jeff Tang.

During the candid and constructive discussion, key concerns were raised including persistent labour shortage and occupational safety. The exchange also provided insights into navigating workforce challenges. The Chamber looks forward to continuing its collaboration with the Government to address Hong Kong's workforce needs.

Accompanying Commissioner Hui were Raymond Liang, Assistant Commissioner for Labour (Labour Relations), Christina Wong, Senior Labour Officer (Workplace Consultation Promotion) and Nancy Wong, Labour Officer (Workplace Consultation Promotion).

Key findings of the Report on 2023 Manpower Projection and updates on Hong Kong’s Labour Market

The Government regularly conducts manpower projection exercises to assess future trends in manpower supply and demand at a macro level. The latest projection, using 2023 as the base year, forecasts Hong Kong’s manpower landscape through 2028.

At the Manpower Committee meeting on 5 June, Roy Chan, Head of the Research Unit at the Labour and Welfare Bureau (LWB), presented key findings from the 2023 Manpower Projection Report. He outlined significant trends shaping the future manpower outlook and shared insights into the projected landscape for 2028, including the most in-demand occupations and skills. Members were informed that the LWB will commence a mid-term update of the 2023 Manpower Projection in late 2025, utilizing the latest data to refine forecasts for 2028.

During the same meeting, Jeff Tang was re-elected as Chairman. Fanny Lau and Teddy Liu were newly elected as Vice Chairmen.

Navigating Workforce Trends

The Manpower Committee had an informative meeting on manpower trends on 11 February. Committee Vice Chairman Mei Mei Ng provided an overview of the talent market development in Hong Kong and dissected the impacts of artificial intelligence on the workplace. Afterwards, Ir Dr Eric Liu, Deputy Executive Director of the Vocational Training Council (VTC), gave a briefing on the city’s current IT landscape. Given the growing demand for IT talent across various sectors, the Hong Kong Institute of Information Technology, a training institution under VTC, was established to nurture secondary school graduates, working adults and industry practitioners by conducting comprehensive IT and relevant technology programmes.
