China's 14th Five-Year Plan will kick in next year and drive the country's development through to 2025. In addition to laying out its key economic and political goals, the plan is expected to put a lot of emphasis on promoting high-quality development and expanding the domestic economy to reduce its dependence on the U.S. market as Washington tries to constrain China's growth.
But where will Hong Kong fit into the latest five-year blueprint? The HKSAR has been included in these plans since the 11th FYP, focusing on developing Hong Kong as an international financial, logistics and trading hub. Given the Covid-19 pandemic and possible moves by countries to decouple from global supply chains, increasingly hostile attitude of the U.S. towards China, and the Trump Administration's threat to impose tariffs on Hong Kong, what role can Hong Kong play to drive its own development, as well as that of the whole country in the next five years?
Given the uncertain and volatile world we are living in, China's 14th FYP may well be one of the most important strategies that the Central Government has drafted over the decades. To help inform members of some of the possible related changes and developments, the Chamber will host two online forums with prominent speakers to share their insights on the subject with members. They will also touch on the outcomes of the 13th FYP, as well as the Greater Bay Area development and the Belt & Road initiatives.
These must-watch forums are essential for every company operating in Hong Kong or the region.

Albert Wong was appointed CEO of HKSTP in August 2016. The Science Park aims to accelerate the development of technology, innovation and entrepreneurship in Hong Kong.
Wong and his team are responsible for providing world-class services at the Park, to achieve their objective of helping technology companies and talent to realise their commercial potential. These services include technology incubation programmes, tools and research labs for application and product development, early-stage investment, mentoring and business consulting, and connecting Park companies with local industry and trade associations.
Albert Wong holds an engineering degree from the University of Hong Kong and an MBA from the Chinese University of Hong Kong. More than 30 years of commercial, industrial and leadership roles with various multinationals have provided Wong with critical understanding of building companies, investment networks and solving market needs. The 15 years Wong spent with GE -- in U.S. headquarters, Asia-Pacific and China, where he was responsible for M&A, Business Development, Product Management, and Business Operations – were especially significant, providing him with the knowledge and connections to lead HKSTP today.
Outside of work, Wong actively contributes to the community. He is a member of The Court of The University of Hong Kong and a board member the Hong Kong Sports Institute. An avid runner, Wong regularly takes part in marathons around the world.
Prof Ma Siu Cheung GBS, JP
Chief Executive Officer, NWS Holdings Limited
Prof Ma Siu Cheung is the Chief Executive Officer of NWS Holding Limited. Previously, he was the Acting CEO of the Hong Kong Shenzhen Innovation and Technology Park and Principal Consultant of the Hong Kong Science and Technology Parks Corporation. Ma joined the HKSAR Government in 2014 as Under Secretary for Development and was subsequently appointed Secretary for Development. During his tenure, he oversaw policy areas ranging from urban planning to heritage conservation, with a focus on addressing the supply-demand imbalance for land and housing. Prior to working for the Government, Ma was the Executive Vice-President for Civil and Infrastructure Business (Asia Pacific) of AECOM Asia Company Limited.
Ma is a fellow member of several professional bodies, including the Hong Kong Institution of Engineers. He is an Honorary Professor of the Department of Real Estate and Construction, Faculty of Architecture of The University of Hong Kong; and an Adjunct Professor of the Department of Civil and Environmental Engineering, Faculty of Construction and Environment of The Hong Kong Polytechnic University. Ma was appointed a Justice of the Peace in 2014 and was awarded the Gold Bauhinia Star in 2017 by the HKSAR Government.
George Siu-Kay Leung
CEO, The Hong Kong General Chamber of Commerce
Before joining the Hong Kong General Chamber of Commerce (HKGCC), George S K Leung was Advisor to the Deputy Chairman and Chief Executive of The Hongkong and Shanghai Banking Corporation Limited. He was also a member of the bank’s Hong Kong Executive Committee and other senior management committees. Prior to this appointment in 2005, he was Chief Economist, Greater China region at HSBC, a post he held since 2000. Leung joined HSBC as Senior Economist in 1994 and was appointed as Head of the Economic Research Department in 1996. Before joining HSBC, he was CFO of a large manufacturing company, and also served as a senior policy officer in the Australian public sector for a number of years. Leung has also taught in several tertiary institutions as lecturer in economics.
Leung is a renowned economist and an influential public policy commentator in the region. He also has a long record of public service, including former Chairman of both the Financial and Treasury Services Committee and the Economic Policy Committee of HKGCC; and former Acting Chairman of the Hong Kong Association of Banks. He has also been a member of various public bodies, including Hong Kong Financial Services Development Council, Pacific Economic Cooperation Council (Hong Kong Committee), Greater Pearl River Delta Business Council, Government Statistics Advisory Board, and PCICB. Leung also served as non-executive director on the Board of The Hong Kong Mortgage Corporation Ltd. He is now an honorary advisor to several public and tertiary institutions.
Leung obtained his Master of Arts in Economics from the University of Toronto, Canada in 1984. He also holds a MBS degree from the University of Hong Kong.
Prof Hongbin Cai

Prof Hongbin Cai is currently the Dean and Chair of Economics at the Faculty of Business and Economics, The University of Hong Kong. He received his BA in Mathematics from Wuhan University in 1988, his MA in Economics from Peking University in 1991, and his PhD in Economics from Stanford University in 1997.
From 1997 to 2005, he taught at the University of California, Los Angeles. From December 2010 to January 2017, he served as Dean of Guanghua School of Management, Peking University. He is a National Chang Jiang Scholar (awarded by the Ministry of Education of China) and a National Outstanding Young Researcher (awarded by the National Science Foundation of China). Cai has published many academic papers in international journals in economics and finance, in a wide range of areas including game theory, the Chinese economy, industrial organization and corporate finance.
Cai was elected as a Fellow of the Econometric Society. He was a member of the National People’s Congress, and a member of the Central Committee of China Democratic League and Vice Chairman of its Committee of Economic Affairs. He was the founding president of The Chinese Finance Association (TCFA, overseas). He serves as an Independent Director on the boards of Sinopec Corp and CCB International (Holdings) Limited.
Monica Lee-Müller
Managing Director of Hong Kong Convention and Exhibition Centre (Management) Limited
Monica Lee-Müller has been Managing Director of Hong Kong Convention and Exhibition Centre (Management) Ltd (HML) since July 2012. HML is the private company responsible for the management and operation of the Hong Kong Convention and Exhibition Centre (HKCEC). Under normal circumstances, around 1,000 events are held at the HKCEC every year.
Lee-Müller is a veteran with more than 30 years of experience in in the hospitality industry. Before joining HML, she held a number of senior positions at various international hotels in Hong Kong. She joined HML in 1994 and progressed through several managerial positions before being promoted to Managing Director in 2012. She leads HML’s senior executives to plan and implement business development and service initiatives, securing and serving numerous world-renowned exhibitions and conventions. She is also responsible for steering the HK$1 billion HKCEC Five Year Advancement Project, covering facility and technology upgrades.
An active facilitator of the MICE industry, Lee-Müller is currently a Board Member of UFI – The Global Association of the Exhibition Industry and an Executive Committee member of Hong Kong Exhibition & Convention Industry Association (HKECIA).
Lee-Müller is passionate about nurturing young talent. She has been the Chairperson of the Training Board of the Chinese Culinary Institute since 2015, and is currently a member of the Steering Committee of International Culinary Institute. She also serves as a member of the Industry Advisory Committee of School of Hotel and Tourism Management of the Hong Kong Polytechnic University.
Lee-Müller holds a Master of Management Programme from Macquarie University (Sydney) and a Certificate of Legal Services from the Faculty of Law, The University of Hong Kong. She was conferred the Honorary Fellowship by the Vocational Training Council in 2016.

Nick Chan serves as a HKSAR Deputy to the 13th National People's Congress of the People’s Republic of China. He is a Partner at Squire Patton Boggs, a top ten global law firm, and Vice Chairman of the HKGCC Legal Committee. He also has lead responsibility in Asia Pacific for a practice group at his firm where he takes pride in providing cost-effective legal solutions to help clients succeed in over 22 countries in Asia Pacific. With a computer science degree and in-house experience at two leading global technology companies, he is well recognized as a technology lawyer.
Prof Thomas Chan Man-hung

Prof Thomas Chan Man-hung is Director of One Belt One Road Research Institute of the Chu Hai College of Higher Education, Hong Kong. Since 2016, he has been President of ASSOCIAÇĀO ROTA MARÍTIMA DA SEDA (MACAO) and adviser to the Maritime Silk Road Society. He was member of the Advisory Committee for Economic & Trade Policy, Ministry of Commerce of the People’s Republic of China, in 2011 and a director of the Chinese Association of Hong Kong and Macao Studies. He has served as a honorary director of the China Development Institute as well as the Shenzhen City Ma Hong Economic Research Development Fund.
Chan recent research has focused on the development of Greater Bay Area, China’s economic reorganization and shift in development strategy, as well as the Belt and Road Initiative.
Wilson Kwong
Chief Executive, Hong Kong Air Cargo Terminals Ltd (Hactl)
Wilson Kwong joined the Jardine Matheson Group in 1998, and worked with Jardine Aviation Services until 2005 when he was appointed Executive Assistant to the Jardine Matheson Group Managing Director. In 2006, he moved to Hongkong Land and, in 2009, was appointed CEO of its Singapore-based joint venture company, Raffles Quay Asset Management. He took up his new post as Chief Executive of Hactl in 2018. Prior to joining Hactl, Kwong was Chief Executive of Jardine Engineering Corporation (JEC).
Kwong is a Vice Chairman of the Sustainability Committee of the Hong Kong General Chamber of Commerce and the Employers’ Federation of Hong Kong and the Environment. He is also a Member of the Energy Advisory Committee and the Tripartite Taskforce on Manpower Training (Aviation), a Co-opted Member of the Hospital Governing Committee of Queen Mary Hospital and Tsan Yuk Hospital, and a Council Member of the Hong Kong International Arbitration Centre. Kwong is a Fellow of the Chartered Institute of Logistics and Transport, and a Member of the Royal Institution of Chartered Surveyors.
Kwong graduated from the London School of Economics with a BSc in Economics. He received his MBA from The Hong Kong University of Science and Technology, a Masters in Real Estate from the College of Estate Management, University of Reading (UK), and a Juris Doctor degree from the Chinese University of Hong Kong.
Andrew Au
Government Economist, Government of the Hong Kong Special Administrative Region
Andrew Au joined the Government as Economist in 1987 and was promoted to Principal Economist in 2008 before being appointed as Government Economist in April 2018. He is currently the head of the Office of the Government Economist, which comes under the Financial Secretary’s Office and is responsible for providing economic analyses and advices to support the formulation of the Government's policies and programmes. Au obtained his master’s degree from the University of Hong Kong in 1988.

Professor KC Chan, GBS, JP

Professor KC Chan is the Chairman of WeLab Bank and Senior Advisor of WeLab, a leading fintech company in Asia with one of the first virtual banks established in Hong Kong. WeLab provides financial services by creating seamless digital experiences to over 42 million individual customers, and also provides B2B enterprise solutions to traditional financial institutions which utilise WeLab’s technology to offer fintech-enabled services to their customers. WeLab operates WeLend and the WeLab Bank in Hong Kong, WeLab Digital, Taoxinji and Tianmian Lab in Mainland China and a fintech joint venture AWDA in Indonesia.
Chan was appointed as Secretary for Financial Services and the Treasury of the Government of the Hong Kong Special Administrative Region from July 2007 to June 2017. Prior to that, he was Dean of Business and Management in the Hong Kong University of Science and Technology (HKUST). He is currently Adjunct Professor at HKUST Business School.
Chan received his bachelor's degree in economics from Wesleyan University and his M.B.A. and Ph.D. in finance from the University of Chicago. He specialised in assets pricing, evaluation of trading strategies and market efficiency and has published numerous articles on these topics.
Chan is a member of Competition Commission and Non-Executive Director of The Hong Kong Mortgage Corporation Limited. In the past, he held a number of public service positions including Chairman of the Consumer Council, Director of the Hong Kong Futures Exchange, and Member of the Commission on Strategic Development, Commission on Poverty, the Exchange Fund Advisory Committee, the Hang Seng Index Advisory Committee, and the Hong Kong Council for Academic Accreditation.
