Good Citizen Award
Forty Citizens Commended

A hotel staff member, who helped the Police net a suspect involved in several indecent assault cases, was commended by the police for his bravery and resourcefulness.

Liu Kwok-cheung was awarded the Good Citizen Year Award and presented with a plaque and cash award during the Good Citizen Award Presentation Ceremony on December 5.

Two teenage girls were indecently assaulted by a teenage boy in a Tsing Yi Estate in late March and early April. Alerted by an appeal notice on both cases, Mr Liu, a resident of the estate, took the initiative to familiarise himself with the descriptions of the suspect.

When he saw a person matching the descriptions of the suspect at midnight on April 7, he informed the police and followed the suspect, who was later caught by the police.

In addition to the above cases, the suspect was also confirmed to be involved in other indecent assault cases which occurred between September 2001 and January 2002. The suspect was sentenced to 12 months' probation upon conviction of four counts of indecent assault.

Meanwhile, 37 men and two women were awarded Good Citizen Awards during the ceremony. They were each presented with a certificate and cash award for their initiatives in fighting against crime.

One of the female recipients, Kwok Sze-man, helped the police foil a money laundering plot. Two women from Canada went to withdraw HK$3.5 million in cash from a bank in Mongkok on October 24, 2001. Feeling suspicious, Ms Kwok, a teller of the said bank, paid close attention to them and overheard one of the suspect's telephone conversation.

Noting the suspects were involved in money laundering activities, Ms Kwok informed her supervisors who then made a report to the police. The suspects were later arrested and each was sentenced to three years' imprisonment upon conviction of conspiracy to deal with property knowing or believing it to represent proceeds of an indictable offence.

Officiating guests at the ceremony included the Police Director of Crime and Security Chau Foo-cheong; Fight Crime Committee member Vivien Chan; and Chairman of Small and Medium Enterprises Committee of the HKGCC Emil Yu (photo).

The Good Citizen Award Presentation Ceremony, held twice a year, is organised by the Police Public Relations Branch with sponsorship from the HKGCC. Since its launching in 1973, the scheme has com-mended 3,105 citizens.
